From July 30th to 31st, the China National Building Materials Group 2026 Mid Year Work Conference and Further Deepening Reform Mobilization Deployment Meeting were held in Tai'an, Shandong. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting thoroughly studied and implemented the important speeches and instructions of General Secretary Xi Jinping, conveyed and studied the spirit of the Central Enterprise Leaders' Seminar, deployed and implemented the plan to further deepen the reform of state-owned assets and enterprises, summarized the work of the first half of the year, analyzed the current situation, and planned the work of the second half of the year. Zhou Yuxian, Secretary of the Party Committee and Chairman of the Group, delivered a speech titled "Strengthening Confidence, Striving for Strength, and Accelerating the Construction of a World Class Materials Industry Investment Group". Chang Zhangli, Deputy Secretary of the Party Committee and General Manager of the Group, presided over the meeting and delivered a work report titled "Strengthening Value Creation, Striving for Innovation and Transformation, and Achieving a Good Start in the 15th Five Year Plan". Zhou Yuxian delivered a speech
The speech pointed out that since the beginning of this year, the entire group has actively responded to the severe and complex external environment, taken proactive measures, and forged ahead, demonstrating strong resilience in the first year of the 15th Five Year Plan. Firstly, the quality and efficiency of operations have steadily improved, actively responding to the trend of K-shaped economic differentiation, continuously optimizing industrial structure, profit structure, and market structure, and further consolidating the ability to create value. The second is the continuous deepening of the "four integrations" of innovation and investment, transformation and upgrading, international and domestic markets, and party building and business, promoting the acceleration of the emergence of new quality productivity and the comprehensive promotion of high-quality development with a new atmosphere.
The speech deeply analyzed the international, domestic, and industry situation, analyzed the opportunities and challenges faced by the group, and emphasized the need to strengthen confidence, work hard, and fully complete the annual work tasks. One is to strengthen strategic guidance. Seriously formulate and implement the "15th Five Year Plan" strategic plan, strengthen strategic decomposition, implementation, and supervision loop, accelerate the creation of a world-class materials industry investment group with global competitiveness, and become a leading provider of non-metallic material system solutions worldwide. The second is to accelerate value creation. Firmly grasp the "first principle" of value creation, coordinate the cultivation and development of emerging industries, the transformation and upgrading of traditional industries, and the empowerment of digital intelligence and green efficiency in the entire industry. The third is to strengthen innovation driven development. Strengthen leading thinking, systematic thinking, and engineering thinking, increase the supply of high-quality innovation, and accelerate the integration of scientific and technological innovation with industrial innovation. The fourth is to deepen reform actions. Highlight strategic mission and value creation, deepen the new round of state-owned assets and enterprises reform, coordinate institutional reform, process transformation, organizational strengthening, and personnel optimization, and continuously deepen the reform of state-owned capital investment companies. The fifth is to consolidate the foundation of party building. By combining the establishment and practice of a correct view of political achievements through learning and education, we encourage cadres and employees to have a firm will to "strive", hone their "enterprising" spirit, cultivate an atmosphere of "doing", and make greater contributions to accelerating the construction of a world-class materials industry investment group.
Chang Zhangli's Half Year Work Report
The report summarizes the work achievements around the "Four Focus" system. In the first half of the year, enterprises at all levels of the group gathered together and bravely competed, focusing on improving quality and efficiency, strengthening production and operation efficiency, enhancing management internal strength, increasing asset flow value, accelerating industrial transformation and upgrading, continuously improving system efficiency and development vitality through reform and innovation, fully demonstrating the political advantages of central enterprises under the guidance of party building, and continuously achieving new progress and results in high-quality development, laying a solid foundation for a good start to the 15th Five Year Plan.
The report emphasizes that the next step of work should focus on the "five overall plans" of stabilizing the current and benefiting the long-term, overall and local, domestic and international, addressing the symptoms and root causes, and development and security, and do a good job in five aspects around the key goals. One is to spare no effort in stabilizing operations and improving quality and efficiency. Strengthen goal orientation, deepen refined management, comprehensively enhance value creation ability, and ensure the completion of annual business tasks. The second is to take multiple measures to optimize the layout and adjust the structure. Based on the advantages of investment companies, promote high-quality international operations, comprehensively advance green and low-carbon transformation, accelerate digital transformation empowerment, and accelerate the construction of a modern industrial system. The third is to focus on integration, strong innovation, and reform. Accelerate the creation of new quality productivity and effectively stimulate the effectiveness of reform. The fourth is to treat both the symptoms and root causes to prevent risks and maintain the bottom line. Strictly control debt risks, overseas business risks, and investment risks, improve compliance and supervision mechanisms, and strengthen safety production and quality management. The fifth is to consistently strengthen party building and consolidate the foundation. Efforts should be made to strengthen the political construction of the Party, continuously promote the establishment and practice of a correct view of political achievements, deepen and implement learning and education, comprehensively improve the quality of Party building work, strengthen the construction of the cadre and talent team, and deepen the comprehensive strict governance of the Party.
Participants were divided into groups to discuss the conference speeches and work reports, and members of the group leadership team went down to each group to listen to the discussions.
At the meeting, 11 companies including China National Building Materials Institute, Sanshi Materials, China National Materials Cement, Beixin Waterproofing, Jushi Jiujiang, China National Materials Lithium Membrane, China National Materials Mining, Kaisheng Technology Co., Ltd., Zhongfu Shenying, Gansu Geological Exploration Center Sanhe Digital, and China National Building Materials Green Energy had on-site exchanges, and 19 companies had written exchanges.
Commendation for 'Two Excellences and One Pioneer'
The meeting also commended 240 outstanding Communist Party members, 120 outstanding Party workers, and 133 advanced grassroots Party organizations of the group, awarded plaques and prizes to the "Two Excellences and One Pioneer" representatives, and called on Party organizations at all levels of the group and the vast number of Communist Party members to take the advanced as an example, take the lead in forging loyalty to the Party, deeply study and implement, and strive to be the first in promoting value enhancement, innovation leadership, industrial upgrading, reform empowerment, and Party building quality improvement.
During the meeting, participants went to Mount Taishan Fiberglass and Mount Taishan Gypsum to conduct in-depth research on the production and development of glass fiber, electronic cloth and gypsum board.
